Theme is a crucial first step because depending on the theme you might want to adjust your location. Inside vs outside, fancy vs. rustic, etc.
With theme and location in place it's now time to think about your budget. I don't mean you have to get super specific (unless you have a tight budget, in which this is the exact spot to get down to the granular detail), but think about what matters to you? Where do you want to invest your money? Do you want a beautiful backdrop or do you want to have the food catered?
